Employers Cautioned about New COBRA Regulations.

New Rules Go into Effect January 1, 2005

The new regulations cover four aspects of COBRA administration:

The initial COBRA notice to the employee
The notice of a qualifying event from the employer to the plan administrator
The responsibility of the employee or qualified beneficiaries to provide notice of a second qualifying event or disability to plan administrators, and
The COBRA election notice provided to qualified beneficiaries

California 403b Vendors Must Register

It appears that the State of Californina will require 403b vendors to register their products.

This means that going forward, any vendor that wants to offer its product in a 403(b) plan in the state of California must register with the new portal www.403bcompare.com -- and disclose on the site various fees and performance data.

Fees for vendors are based on the final number of registrations. Vendors will pay a one-time cost of $7,446, an annual $106 maintenance fee per vendor and an annual $128 administration fee per product, to cover the costs of creating and maintaining the site.

TRS seeks information on HRAs

San Antonio, TX - San Antonio Express-News published an article titled, "State agency targets teacher stipend law" today.

The Teacher Retirement System of Texas, which oversees benefits for school employees, is gathering documentation to show there's no money to implement the law which forces teachers to put their stipends into pretax accounts for medical expenses. Without funding, state laws essentially die.
